The Black Ravens Charter:
I: Intro
This charter has been created to in effect protect the rights of all The Black Ravens [TBR] members and express the political opinions and ideas from TBR. As an alliance we respect that necessary, trade, aid and war is vital in success. TBR respects the rights of ALL her members and their ideas are considered no matter how extraordinary.

II: Memberships
A: REQUIREMENTS
Membership in The Black Ravens Alliance is available to all cyber nations players except those who choose to involve there selves with enemies of the state or rogue nations.

B: TEAM
The chosen team for the black ravens is aqua it is required that any nation requesting membership show aqua as his/her team colour.

C: Application Process
To become a member one must first have signed up in our new member sign up thread, then they must wait until an admin see’s that this person deserves a EGG(New members) mask.

D: Member Expulsion
If a Member does not follow the stated rules within TBR forums AND in game they may face expulsion however this depends on the severity of the case and a voted decision.
However a member can appeal their case and may be let off with a caution.

III: Government
A: The Black Raven
The black raven is the primary leader of the alliance and makes the final decisions in most cases. A new Black Raven will be voted in every ‘term’ (A term lasting 2months).

B: High Flyer’s
The High Flyer’s are basically a council of people who help the black raven make decisions and attend to the nations of the alliance. (Only a high flyer can run for black raven)

C: Ministry Positions
Farseer- Minister of Economic affairs.
Razor Beak- Minister of Defence
Den mother – Minister of communications

D: Advisors
Scavengers-Economics Adversaries
Night wings- Defence Adversaries
Scouts- Communication Adversaries

IV: Military and Warfare
The Black Ravens is generally a peace promoting alliance although if provoked will not hesitate to respond. We believe it is important to have war at some point in the alliance’s time as it creates teamwork and knowledge of CN.
A: Declarations
Declarations of war are dealt with VERY seriously the DoW can only go ahead if the Black Raven has approved it, however rule breakers and rogues are open season.
B: Nuclear Policy.
In TBR we go on the first strike policy and will only use nuclear weapons if we are hit by one first.
C: ZI.
To ZI a nation that has done wrong to the alliance or her allies is a choice made by the Razor Beak and The Black Raven the nuclear policy will STILL come into effect during the ZI of a nation.
D: Tech Raids.
The Black Ravens currently have no position on tech raids other than if a nation request peace they get it Immediately and the target may only be one of No alliance or team and or who wishes to be destroyed. There shall be no more than twenty wars in the alliance at one time unless in a case of open alliance war.

V: Alliance Decisions.
A: Most Decisions
Most Decisions will be voted on either by the whole alliance or the high flyers to be put into place the decision must poll over 50% of the alliance or 4/7 of the High Flyers.
B: Other Decisions
Other decisions can be classed as decisions of more severity or meaning, these more severe decisions are decided on a vote form the ministers and the high flyers.

VI: Conclusive
This Charter represents all the alliance of TBR stands for, it also shows the rights the people of TBR have.
